The Advanced Power Alliance (APA) is seeking a Government Relations Manager based in Oklahoma City to support and expand the organization’s advocacy efforts and serve as the primary membership liaison for legislative activity in Oklahoma and other Southwest Power Pool (SPP) states.

This position will lobby directly at the Oklahoma State Capitol on behalf of APA’s members, working closely with APA’s contract lobbyists to advance legislation and defeat measures that threaten energy investment in Oklahoma’s energy economy. Additionally, this position will maintain consistent, high-quality communication with APA’s membership, delivering real-time intelligence to ensure that they are informed, consulted meaningfully, and contributing to APA’s decision-making and advocacy strategies at every stage of the process.

APA is widely regarded as a highly effective and strategically disciplined organization in the states where we operate. As energy demand continues to grow across our footprint, legislative activity and member engagement have increased significantly—particularly in Oklahoma and other SPP states.

This role is designed to deepen APA’s presence in these states by placing a full-time, dedicated advocate in Oklahoma to build and maintain relationships with lawmakers, leadership staff, and key stakeholders, while also strengthening and accelerating the communication and decision-making loop between APA and its member companies.

Our members are sophisticated investors and power generation operators working in diverse power technologies that deliver a reliable, abundant, and affordable energy mix. They need real-time, accurate, actionable intelligence on what is happening at the Capitol and how it impacts their existing fleet and planned projects. They also have knowledge, perspective, and relationships that make APA’s advocacy stronger when we engage them effectively. This role is the hub of that exchange.

Key Roles & Responsibilities

· Serve as APA’s primary representative at the Oklahoma State Capitol, leading advocacy efforts, engaging lawmakers, and helping coordinate and execute state-level strategies.

· Serve as the primary point of contact for APA members with interests in Oklahoma, keeping them informed of legislative developments, advocacy strategy, and Capitol dynamics in real time.

· Participate in panel discussions, industry forums, and select local events throughout Oklahoma and APA’s broader SPP states to educate policymakers and stakeholders about the advanced power industry and the economic and reliability benefits it brings to the region.

· Monitor, analyze, and report on legislative proposals and relevant political developments.

· Develop and maintain a regular member communication cadence — including session updates, action alerts, and post-session summaries — that provides members the intelligence they need to understand and respond to policy developments as they unfold.

· Support and execute strategic advocacy efforts aligned with APA member priorities.

· Proactively solicit member input and feedback on APA priorities, ensuring the organization’s positions reflect the real-world concerns and business objectives of the companies investing in these markets.

· Work alongside APA and APA member contract lobbyists, consultants, and subject-matter experts to ensure consistent messaging, strategic alignment, and effective execution of advocacy efforts.

· Build and maintain relationships with state policymakers, legislative staff, agency personnel, and other key stakeholders in the power and energy sectors.

· Build and maintain strong working relationships with member company representatives, including government affairs professionals, executives, and subject-matter experts.

· Support advocacy efforts in Kansas, Missouri, and Nebraska on a secondary basis as required.

· Assist with planning and execution of advocacy days, legislative receptions, and select APA board or member functions in Oklahoma and SPP states.

· Participate in relevant association meetings, fundraisers, and Capitol events consistent with APA’s mission and goals.

· Support APA’s growth by assisting with member recruitment and retention, and identifying funding opportunities, including grants and strategic partnerships.

· Ensure all advocacy and lobbying activities are conducted in compliance with applicable laws, ethical standards, and APA’s standards of professional conduct.

· Perform other reasonable duties as assigned.

Ideal Candidate Profile

· Self-motivated, highly organized, and comfortable operating in a fast-paced environment, with the ability to manage and prioritize multiple projects and follow through on tasks.

· Strong written and verbal communication skills, with the ability to clearly and diplomatically translate complex issues to a range of audiences.

· Commitment to the continued growth and success of America’s advanced power industries.

· Ability to represents APA with professionalism and credibility.

· Familiar with—or eager to develop expertise in—electricity markets and state-level policies affecting them.

· Existing relationships with Oklahoma legislators and energy stakeholders strongly preferred, but not required.

Minimum Qualifications

· Reside in Oklahoma City, Oklahoma.

· Ability to maintain a consistent in-person presence at the Oklahoma State Capitol during legislative sessions, with periodic travel in the region, including to other SPP states.

· Prior experience in public policy, government relations, communications, or a closely related field.

· Experience working in or around state legislatures strongly preferred.

· Exceptional interpersonal, organizational, and time-management skills, with strong attention to detail.

· Excellent written and verbal communication skills, with demonstrated experience drafting policy and advocacy materials—including talking points, testimony, member correspondence, and action alerts—strongly preferred.

· Demonstrated ability to exercise sound judgment, discretion, and professionalism in politically sensitive environments.
