The Safety Manager will develop and implement comprehensive safety policies and procedures, ensure compliance with federal and industry regulations, and work closely with project teams and government representatives to maintain safe job sites and meet contract requirements.

Key Responsibilities

  • Develop, implement, and maintain the company HSE program and project-specific Site Safety and Health Plans (SSHP) that meet federal construction contract requirements.
  • Ensure compliance with OSHA, ANSI, NFPA, EPA, DOT and applicable federal regulations and agency-specific guidance (e.g., FAR, agency safety supplements) on all active projects.
  • Perform regular site inspections and audits, identify hazards, and implement corrective actions to mitigate risk and prevent incidents.
  • Lead incident and near-miss investigations, prepare root cause analyses, implement corrective/preventive actions, and manage OSHA recordkeeping and reporting requirements.
  • Provide safety leadership and guidance to project teams, subcontractors, and field personnel; conduct toolbox talks, training sessions, and onboarding for site workers.
  • Develop job hazard analyses (JHAs), job safety analyses (JSAs), work permits, and safe work procedures for high-risk activities such as excavation, heavy equipment, scaffolding, fall protection, confined space entry, and hot work.
  • Coordinate with project managers and planners during project mobilization and pre-bid review to integrate safety requirements into project schedules and cost estimates.
  • Serve as the primary liaison with government safety officers, inspectors, and third-party auditors during federal construction projects and manage safety-related contract deliverables.
  • Track and report safety performance metrics (TRIR, DART, near-miss rates), prepare regular safety reports for leadership and client stakeholders, and recommend continuous improvement initiatives.
  • Manage subcontractor safety programs including pre-qualification, monitoring, and corrective action follow-up to ensure compliance with company and federal requirements.

Qualifications

  • Bachelors degree in Occupational Safety, Environmental Health, Construction Management, Engineering or a related field, or equivalent experience.
  • Minimum 5 years of construction safety experience, with at least 3 years on federal construction projects or working directly with federal contracts and agency standards.
  • Demonstrated knowledge of federal construction requirements, contract clauses, and relevant regulations (OSHA, ANSI, NFPA, EPA, DOT); experience interpreting and applying FAR/agency safety requirements is preferred.
  • Certifications such as CSP, CHST, ASP, or Safety Manager credential preferred; OSHA 30-hour Construction, HAZWOPER, and First Aid/CPR certifications required or willingness to obtain.
  • Proven experience conducting inspections, audits, incident investigations, and developing JHAs/JSAs, SSHPs, and corrective action plans.
  • Strong communication and leadership skills with the ability to influence cross-functional teams and train diverse workforces.
  • Proficient with safety management systems, incident tracking, and reporting tools; Microsoft Office competency required.
