About The Opportunity

Washington County is hiring two Project Coordinators who will support and organize projects.

The first position will support projects within the Behavioral Health Division in the Department of Health and Human Services (HHS). This role will assist the division with activities such as disaster preparedness, developing and organizing a training program for staff, creating community outreach plans and supporting the implementation of large projects such as developing an onsite pharmacy.

The second position will support early planning and evaluation activities for two large capital projects, an expansion of the existing Jail and Community Corrections Center and replacement of the current courthouse.

Both positions will report to the Special Projects Supervisor within HHS, though work activities may cross many areas within the county. For large capital projects, these positions will work under the assigned project managers, providing critical project organizational capacity including assisting time management, facilitating communication across team members, tracking and documenting key decisions and deliverables, and ensuring follow-up actions are completed. Although these positions primarily work under the direction of project managers, they may lead specific areas of work such as emergency planning or community outreach and engagement.

Key Tasks May Include, But Are Not Limited To

  • Coordinates, oversees, and monitors assigned program areas to assure compliance with statutes, guidelines, budget parameters, and funding requirements.
  • Provides oversight and coordination of tasks within assigned specialty areas. This may include facilitation of ongoing meetings, updating existing plans and resources, and coordinating activities such as trainings, drills, and focus groups.
  • Analyzes and evaluates assigned program areas to include research, data collection, and review; analyzes program needs, provides recommendations for budget requests, and presents information to staff and the public.
  • Assists developing project plans in collaboration with project managers. Ensures project plans are aligned with the goals of division managers, program managers and other county leadership.
  • Negotiates and monitors contracts with agencies to provide services; defines budgetary parameters, the scope of work, deliverables, and schedules; evaluates agency eligibility; monitors compliance with contract agreements; and reviews contract expenditures and approves payments.
  • Prepares and disseminates written communications about assigned projects.
  • Works with contractors, community members and staff to identify technical assistance and training needs of staff and community service providers; arranges for and provides training as indicated within assigned specialty areas.
  • Solicits input from stakeholders, community partners and county staff. Organizes and compiles information, shares with project leads.
  • Oversees grant activities including implementation of grant-funded services and completes data reports as mandated by grants.

  • Comprehensive understanding of effective project coordination and organization and has demonstrated the ability to coordinate the implementation of new programs or services.
  • Experience in convening project partners to solicit input, build consensus and ensure shared understanding.
  • Strong skills in meeting facilitation including agenda development, documenting outcomes and ensuring completion of deliverables.
  • Ability to effectively plan, assign, and support the work of others required to meet project goals, including supporting those in positions of authority or leadership.
  • Ability to self-initiate activities to accomplish project tasks and effectively work with individuals from various cultures and backgrounds.
  • Skills to work collaboratively with individuals who may have diverging opinions and viewpoints.
  • Skills to organize project implementation plans for a broad variety of areas including subjects for which they may have little knowledge.
  • Ability to communicate and express ideas effectively both orally and in writing.
  • Ability to exercise keen time management skills, balance multiple priorities, and consistently meet timelines and due dates.

Minimum And Special Qualifications

Education and Experience:

  • An Associate's Degree in a Health, Social Service, Business, or related field; AND three (3) years of work experience in program administration, development, evaluation, and/or contract administration. OR
  • Five (5) years of experience in program administration, development, evaluation, and/or contract administration.

  • Successful clearance of a background check post offer.
