UTILITY WORKER

The Utility Worker performs semiskilled and skilled work involving the construction, maintenance, repair, and replacement of the District’s infrastructure, including canals, pipelines, pumping plants, roads, buildings, and related facilities. Duties include operating construction equipment and using common power tools for maintenance and repair work.

The ideal candidate is team-oriented, dependable, and experienced in construction, mechanical, metal, or building trades. Candidates should communicate effectively, work courteously with the public, and be able to perform physically demanding work using sound judgment and initiative. This position may require after-hours emergency response and participation in a scheduled stand-by rotation.

LEAD UTILITY WORKER

The Lead Utility Worker leads and works alongside crews performing maintenance, repair, and construction of the District’s infrastructure, including canals, pipelines, pumping plants, roads, buildings, and related facilities. Responsibilities include coordinating installation and repair work for water distribution systems, operating equipment, and performing general maintenance tasks such as carpentry, painting, cement work, sandblasting, weed abatement, and pipe repair. This position may require after-hours emergency response and participation in a scheduled stand-by rotation.

The ideal candidate has experience in infrastructure maintenance and construction, strong technical and leadership skills, and the ability to train and motivate a crew. Candidates should be knowledgeable in water and power operations, proficient with tools and equipment, safety-conscious, flexible, and capable of responding to emergency repairs while prioritizing crew safety.

SALARY INFORMATION

Salary Range: 116-162 ($29.00 - $62.44 per hour)

Salary placement is based on the number of qualifying licenses and certifications held. All required licenses and certifications must be possessed and maintained as outlined in the Licenses and Certification section of this announcement. Candidates who meet the minimum qualifications but do not possess additional qualifying certifications beyond those required at appointment will be placed at the entry-level range for the classification.

UTILITY WORKER

Salary Range: $29.00 – $47.75 (Range 116 – 140)

Salary progression is based on possession of the following certifications:

  • Class B Driver’s License
  • Distribution Operator Certificates: D-2, D-3, D-4
  • Treatment Operator Certificate: T-2

Possession of

  • Entry level = Range 116
  • 1 certification = Range 120
  • 2 certifications = Range 125
  • 3 certifications = Range 130
  • 4 certifications = Range 135
  • 5 certifications = Range 140

LEAD UTILITY WORKER

Salary Range: $43.11 – $62.44 (Range 148 – 162)

Salary progression is based on possession of the following certifications (maximum of three counted for placement):

  • Distribution Operator Certificate D-3
  • Distribution Operator Certificate D-4
  • Treatment Operator Certificate T-2
  • Boom Truck Certification
  • JPIA Operations Certification Course Completion

Possession of

  • 1 certification = Range 152
  • 2 certifications = Range 157
  • 3 certifications = Range 162

QUALIFICATIONS

Any combination of training, education and experience which demonstrates possession of the knowledge and abilities stated above and the ability to perform the duties of the position.

UTILITY WORKER

Experience & Education

  • A typical qualifying entrance background is prior employment in laboring work which has provided familiarity with the operation and uses of construction or maintenance equipment, hand, and power tools common to a construction, mechanical, metal or building trade.
  • Graduation from high school or equivalent.

Licenses & Certifications

  • Possession of a valid and appropriate California Driver License with a satisfactory driving record to maintain insurability.
  • Possession and maintenance of, or the ability to obtain within nine (9) months of hire, a California Department of Motor Vehicles Class B license is a condition of employment.

LEAD UTILITY WORKER

Experience & Education

  • Two (2) years of current experience in performing skilled work in the maintenance of potable and non-potable water and distribution systems.
  • Graduation from high school or equivalent.

Licenses & Certifications

  • Possession of a valid Class B California Driver License with a satisfactory driving record to maintain insurability.
  • Possession and maintenance of a Distribution Level D2 certificate by the California State Water Resources Control Board is required upon appointment.
  • Possession of, or the ability to obtain and maintain, a Distribution Level D3 certificate issued by the California State Water Resources Control Board within two years of appointment. Failure to obtain certification may be grounds for termination.

BENEFITS

Retirement – Solano Irrigation District participates in the California Public Employees Retirement System (CalPERS).

· Classic Members: 2%@60 formula with final compensation based on the highest 36 consecutive months and credit for unused sick leave. Employee contributes 7%.

· New Members: 2%@62 formula with a 3-year final compensation period and credit for unused sick leave. Employee contributes 6.75%.

Retiree Health Insurance – Employees are eligible for retiree health insurance benefits following 10 years of full-time service.

Deferred Compensation – 457 plan available, with Employer match up to $100 per pay period.

Health Insurance – Plans include Anthem Blue Cross HMO and PPO plans and a Kaiser Permanente plan. The District pays a portion of the premium for employee and dependent coverage.

Dental Insurance – Dental provider is Delta Dental. District pays full premium for both employee and dependents.

Vision Insurance – Vision provider is VSP. District pays full premium for both employee and dependents.

Life Insurance – Benefit is equal to 2x annual base salary rounded to the next higher $1,000, up to a maximum of $300,000. Premium is paid by the District.

Educational Assistance – District reimburses up to $850 per fiscal year for eligible expenses.

Flexible Spending Account – Tax deferred payments for dependent care, health care, and certain benefit premiums.

Vacation and Sick Leave – Vacation is accrued bi-weekly at 80 hours per year during the first year. Employees accrue 12 days of sick leave per year, calculated bi-weekly.

Holidays – 11 scheduled holidays and 2 floating holidays per calendar year.
